01 · SITUATION
Counsel evaluating counterparties needed public compliance signals — sanctions lists, debarment records, enforcement actions — assembled into something reviewable, without anyone in the chain touching a system they shouldn't. The two hard lines: outputs are indicators for a lawyer to weigh, never verdicts; and collection is passive-only, a bright CFAA line the pipeline cannot cross by construction.
02 · SYSTEM
An ingestion layer that reads only public interfaces, entity resolution that links signals across sources with recorded confidence, and a review console that assembles per-entity packages: signal provenance, regime breakdown, collectibility context. Every record carries chain-of-custody metadata. There is no capability in the codebase for active probing — the boundary is enforced by what the system cannot do.
03 · RESULT
Counsel receives structured, sourced signal packages instead of raw list dumps, with every indicator traceable to a public record. The framing discipline — indicators, not verdicts — held from the first schema to the console copy, and the build defined the T3-03 Compliance-Aware Data Pipeline offering.
